Governor McAuliffe signed Directive 11 on May 16, 2017, which requires the Virginia DEQ to develop new regulations designed to reduce greenhouse gas (GHG) emissions from the power sector and to develop a cap and trade program. DEQ must propose the regulations by December 31, 2017. While the Directive does not require a specific reduction target, it does require that the regulations be comparably as stringent as those in states with programs with limits on GHG from the power sector.
