Virginia Governor’s Budget
Governor Ralph Northam’s proposed budget includes $733 million in new funding for energy and environmental programs. This budget proposes creation of Virginia’s new Office of Offshore Wind and includes investments with a goal of achieving 2,500 MW of offshore wind energy by 2026. The budget also includes more than $25 million to help the Virginia Department of Environmental Quality (VADEQ) to “increase efficiency and responsiveness in permitting”, improve public engagement efforts (including $2.7 million directed towards environmental justice and community outreach programs) and enhance environmental protection efforts. Under this proposed budget, the prohibition to Virginia’s participation in the Regional Greenhouse Gas Initiative (RGGI) from the General Assembly will also be removed, and it is anticipated that the Governor will propose legislation to include Virginia in RGGI subsequently.
