What are you currently working on?
I am currently focusing on four main projects, including: Consulting and site remediation of pH-impacted soil and surface waters resulting from an accidental caustic release, Development and implementation of approx. 100 Environmental Compliance Plans (ECPs) for stormwater in 9 states for a utility company, Developing a hazardous materials inventory and Integrated Contingency Plan for a national manufacturer of industrial heat exchangers, and Leading a team proposal effort to pursue a multi-year/multi-site contract for Multi-media Environmental Compliance Services for the US Navy.
What do you like most about your job?
I enjoy the diverse scope of services in which Aegis practices. Every week typically brings a new and different challenge that draws on unique skill set(s) from your own personal experience or relying on the experience of a trusted colleague. As a small business we all wear many different hats, and the work never gets boring.
What is something you do for fun or a hobby?
We are a family of year-round swimmers. Both of my kids are in the top of their age groups in the state, so most of our trips and travels involve a swim meet. We keep it fun by camping in our travel trailer during swim weekends whenever we can. When we are not swimming, we enjoy sailing, fishing and boating on Mobjack Bay from our place in Matthews County.
What is your biggest achievement to date – personal and/or professional?
Personal – After college, took a 4-month solo tour of US National Parks in a VW microbus. Traveled every inch of the backroads.
Professional – Environmental Compliance Coordinator (ECC) for a $35 million capital project constructing a 14-acre CCR landfill, bridge and haul road over a wetland, a 3-stage WWTP, and 6 MM gal. temporary dewatering system to treat coal ash-impacted water.

Scott graduated with a B.B.A. in Economics from James Madison University, in Harrisonburg, VA in 1991, and received a Post Baccalaureate Certificate in Environmental Studies in 1994 from Virginia Commonwealth University, Richmond, VA. He has over 25 years of Project Management experience in the environmental services industry in both the private and federal sectors. His expertise supports all aspects of business, from strategic analysis and business development, through project implementation and regulatory support. Responsibilities routinely include business and proposal development, fiscal and regulatory strategy development, project management, budgeting and cost estimating, scheduling and planning, project monitoring and controlling, quality control, health and safety, and reporting. As a former regional manager of an environmental field services firm, he demonstrates comprehensive, hands-on regulatory and construction expertise with all media. After 25 years as a practicing project manager and scientist for a countless variety of environmental projects, he has a proven working knowledge of RCRA, CERCLA, TSCA, CWA, NPDES, CAA and applicable state, local, and DOT regulations concerning all aspects of project implementation, regulatory compliance, permitting, and disposal issues.
Mr. Mortimer also has broad regulatory compliance monitoring, reporting and training experience under federal and state regulatory compliance programs to include: SPCC programs; storm water (SWPPP) and wastewater systems; USTs and ASTs, solid waste and landfill gas systems, and the Greenhouse Gas Mandatory Reporting Rule (GHG MRR). He has reviewed and prepared numerous contingency plans including: SPCCs, FRPs, Integrated Contingency Plans, SWPPPs and Wastewater Slug Plans, and Hazardous Waste Contingency plans for a host of industrial, municipal and federal facilities including power utilities, military installations; MS4s; consumer product manufacturers; concrete and aggregate producers; and aerospace component manufacturers. He has unique experience shepherding several clients through the intricacies of the Department of Homeland Security (DHS) Chemical Facility Anti-terrorism Standards (CFAS) requiring security vulnerability assessments (SVAs) and preparation of site security plans (SSPs).
Scott’s diverse expertise in all media and associated regulatory competency has garnered high demand filling adjunct staffing roles as an Environmental Compliance Coordinator (ECC), regulatory specialist, and field inspector for leading regional utility companies and Fortune 500 manufacturers. His assignments have included corporate environmental groups, an operating power plant, major capital construction projects, and renewable energy projects with durations ranging from several weeks up to 2 years.
