Scott N. Mortimer, Senior Project Manager

  • Serves as a project manager and environmental training coordinator specializing in petroleum storage tank compliance; SPCC, ODCP and FRP plan development; storm water compliance; RCRA hazardous waste; and solid waste management
  • Experienced with Federal (US Navy, USCG and USPS) and municipal clients
  • Expertise in the carbon offset monetization and trading markets, including the Climate Action Reserve (CAR), Voluntary Carbon Standard (VCS) and Clean Development Mechanism (CDM)
  • Current member of the Air & Waste Management Association (A&WMA)

Mr. Mortimer has over 18 years of project management experience in the environmental services industry in both the private and federal markets. His expertise supports all aspects of the project life-cycle, from its concept and strategic analysis through regulatory closure. Responsibilities routinely include business and proposal development, fiscal and regulatory strategy development, project implementation, budgeting and cost estimating, scheduling and planning, project monitoring and controlling, quality control, health and safety, and reporting.

Prior to Aegis, as a regional manager of an environmental field services firm, Mr. Mortimer gained comprehensive, hands-on regulatory and remediation experience through the investigation/characterization, clean-up and closure of numerous sites exhibiting petroleum releases, heavy metals contamination (lead and mercury), volatile and semi-volatiles contamination, and manufactured gas plant (MGP) wastes. Through these remedial activities, he has a demonstrated working knowledge of RCRA, CERCLA, TSCA and applicable state, local and DOT regulations concerning all aspects of project implementation, regulatory compliance, permitting and disposal issues.

Mr. Mortimer also has extensive experience in regulatory compliance monitoring and reporting under a broad array of federal and state regulatory compliance programs, including ERD/SPCC programs; storm water and wastewater systems; USTs and ASTs; landfills and landfill gas systems; the Greenhouse Gas Mandatory Reporting Rule (GHG MRR) and and the Department of Homeland Security Chemical Facility Anti-Terrorism Standards (DHS-CFATS).
