Environment Services – Virginia Commonwealth University


For more than twenty-three years Aegis has provided Virginia Commonwealth University (VCU) with general environmental engineering services.  Since 2008 these services have been delivered through a VASCUPP contract vehicle initiated by VCU.  Aegis has completed projects at both the Monroe main academic campus and the Medical College of VA (MCV) to involve most university operations to include: the steam plant and other utilities; numerous emergency generators, fuel oil tanks, used oil furnaces, an ethylene oxide sterilization facility, a biomass boiler, dining facilities, and industrial wastewater discharges.   Aegis has routinely prepared the VCU Steam Plant’s required boiler Continuous Emissions Monitoring (CEM) system quarterly and semi-annual and annual reports by remotely logging into the steam plant’s data acquisition system, querying the system for the necessary data, formatting the reports and preparing them for VCU signature and submittal to the DEQ.

A summary of environmental compliance projects performed to date include:

  • Development of an air permitting strategy to allow the university’s main steam plant to increase fuel throughput and operational flexibility;
  • Development of PSD, minor NSR and Title V permit applications;
  • Preparing annual emission statements;
  • Preparing a Compliance Assurance Monitoring (CAM) plan for the East Plant, Boiler 1 through 3.
  • Development of an environmental compliance tracking system (Shield®) which facilitates compliance with regulatory requirements and minimizes the burden of monitoring, record keeping and reporting associated with environmental regulations;
  • Gathering, preparing, and submitting annual greenhouse gas (GHG) data through the EPA e-GGRT tool;
  • Development and delivery of annual environmental training for boiler plant operator staff concerning air permit compliance, visible emissions monitoring, recordkeeping and reporting;
  • Auditing VCU underground storage tank usage and evaluating compliance strategies to replace or upgrade these units to meet changing regulatory requirements;
  • Preparing and updating an Integrated Contingency Plan (ICP) to comply with federal SPCC and VA’s Oil Discharge Contingency Plan (ODCP) requirements.

Aegis continues to assist with the implementation of Boiler MACT compliance strategy for the university published in 2013 and a comprehensive Boiler MACT energy assessment report completed in 2014.
