General Environmental Support Services – Dominion Resources Environmental Services

Aegis has provided general environmental support to Dominion Resources under successive multi-year contracts since 2001.  Projects for both Electric and Gas services have included air permitting and compliance, EPCRA reporting, database development and management, SPCC plans, nutrient credits and offsets, visible emissions evaluations, training development and delivery, audits and Storm Water Pollution Prevention Plans.

Beginning in the summer of 2012, Aegis has provided general environmental support and adjunct professional staffing to Gas Environmental Services on an on-going basis.  Projects have included: air permit review and database development; storm water permit inspections, monitoring and maintenance; environmental audits; air permitting; and development of air permit requirements tracking.

Two key projects included the development of a comprehensive, multi-media training program and compliance plans to address air regulatory requirements.  Aegis was contracted in September 2012 to develop 100+ training modules by December 31, 2012.  The project included reviewing applicable multi-media environmental requirements and existing training resources, and developing or revising over 120 training modules.  Aegis provided a team of qualified engineers and scientists to complete the project on-time and under budget.  The training modules involved diverse subjects, including storm water, ground water, oil spills, air, equipment operations, FERC, handling of process water, wildlife management, asbestos, RCRA, DOT, supervisor and engineer training, how to work with a regulatory inspector, and solid, hazardous and universal waste. Unique training products were developed as part of the project, including one-page handouts to be used in safety meetings, environmental compliance posters and a supervisory toolkit to contain critical compliance items for station supervisors.

Aegis was subsequently contracted for an additional large and quick burn project the following year to develop compliance plans for 229 Dominion gas facilities in West Virginia, Ohio and Pennsylvania.  The compliance plans addressed sources potentially subject to New Source Performance Standards (NSPS) and National Emission Standards for Hazardous Air Pollutants (NESHAPs) including boilers, engines for generators and compressors, and tanks.  Aegis staff visited each facility to identify equipment and obtain the needed data to determine applicability.  After all data was obtained, detailed compliance plans were identified for each source delineating each regulatory requirement, compliance strategy, responsible individual and required actions.  This project was also completed on-time and within budget.
