Ms. Williams has over thirty years of environmental consulting experience serving clients in a wide range of 

service areas. Sandy has operated a successful Virginia certified micro, small woman-owned business for over twenty years.  She has managed the environmental permitting and compliance process for heavy civil projects, transportation, natural gas transmission pipelines and facilities, electrical distribution lines, CERCLA site assessments, wetland impact and mitigation, radio tower design, subdivisions, commercial and industrial developments, and aviation facilities. She has performed wetland delineations throughout the US. Responsibilities include all aspects of project development, execution, and completion, specializing in NEPA, coastal wetlands and water quality. She began her career serving the Chesapeake Bay Program, sampling the mainstem of the Chesapeake Bay, analyzing those samples to determine the health of the estuary. She is the honored recipient of the 1996 FAA Environmental Award for her work as the Director of Environmental Affairs at Richmond International Airport. She developed and managed the environmental compliance program for the airport, conducting baseline surveys and pollution prevention and reduction programs. She supported Dominion Energy, managing major projects in natural gas transmission over $10 million with the Federal Energy Regulatory Commission NEPA requirements and serving on the Atlantic Coast Pipeline mega project. She recently served as the Construction Environmental Manager in Chesapeake, Virginia. She spearheaded all environmental compliance for one of the largest transportation projects in Virginia. She was actively involved in all aspects of bridge construction and roadway widening, conducting compliance inspections, developing and presenting environmental awareness training programs, managing contractors and serving as the point of contact for regulatory agencies and external stakeholders. She has served on several technical advisory committees for stormwater and erosion and sediment control issues.
